Basque Tax Coordination Agency


Creation

Set up within the framework of the Tax Harmonisation, Coordination andCollaboration Act (Law 3/1989, May 30), the Basque Tax Coordination Agency(OCTE) was conceived as a key pivot for all action to be taken in thisarea. Both the Statuteof Autonomy and the EconomicAgreement refer to coordination, tax harmonisation and collaboration betweenthe institutions of the historic Basque provinces - always according tothe rules laid down to that effect by the Basque Parliament - as one of the major principles informing theBasque tax system.

Composition

The OCTE has three representatives from the Basque Government and onefrom each of the Basque Provincial Councils.

Functions

The OCTE’s main mission is to promote harmonisation, coordination andcollaboration between Basque Provincial Councils in the exercise of theirpowers concerning taxation to improve tax management efficiency.

It is also responsible for producing reports on draft Provincial Regulationson taxation, on binding answers to inquiries on tax matters, prior to theirresolution, and on any other tax issue as required by Basque provincialor autonomous institutions.
